Meta ads for local businesses: radius, lead forms and WhatsApp

How a local business can set up Meta ads that reach nearby customers: radius targeting, audience settings, lead forms or WhatsApp, and fair creative tests.

A working session planning social content

A physiotherapy clinic, a coaching centre or an AC repair service boosts a post for a few thousand rupees. Likes arrive from people in other states. The phone does not ring. The owner decides Meta ads do not work for local businesses, when the real problem was the setup.

Start in Ads Manager, not the Boost button

Boosting a post from a Facebook Page or the Instagram app is quick but offers fewer controls. Build local campaigns in Meta Ads Manager instead, where you choose what the campaign optimises for, where ads appear and how results are counted.

The objective matters most, because Meta shows ads to the people it predicts are most likely to take the action you asked for. Choose the Leads objective when you want enquiries through instant forms, calls or messages. When you want WhatsApp chats, choose an objective that lets you set WhatsApp as the place conversations happen.

Likes from another state are not a verdict on Meta ads. They are a verdict on the setup.

Draw the radius from where customers really come from

Location is one of the few settings Meta treats as a firm limit, so it deserves the most care.

  • Drop a pin on your address and set a radius. Add further pins if you serve more than one area, and use the exclude option for areas you cannot serve.
  • Base the radius on the localities in recent bills, bookings or job sheets, which show how far customers actually travel.
  • Think in travel time, not straight-line distance. A river, a highway or a railway line can put a nearby locality out of reach in practice.
  • The default location setting reaches people who live in the area or have recently been there. Near a station, mall or market, that includes visitors, so your copy and qualifying questions have to filter them.

One exception. Ads about housing or property, jobs, credit and other financial products, or social issues fall into Meta's Special Ad Categories and must be declared. Meta then restricts location and audience options, including how tightly you can draw a radius and how much detailed targeting you can use. Once the category is set, check what Ads Manager allows and plan within those limits.

Keep audiences broad and let the ad do the filtering

Many owners stack interests, age bands and behaviours until the audience describes their ideal customer precisely. With Advantage+ audience switched on, Meta treats most of that detail as a starting point and can show ads beyond it when it expects better results.

  • Keep location and minimum age as your firm controls, and leave the rest broad at first. In a Special Ad Category, some of these controls are restricted too.
  • Let the ad copy do the targeting. A headline such as 'Knee pain physiotherapy in Malviya Nagar, home visits available' tells the right people to stop and everyone else to keep scrolling.
  • Show people who engaged with your Page or Instagram account something different, such as a patient review or a first-visit offer.
  • Upload a customer list only if those customers agreed to hear from you. India's DPDP Act 2023 ties personal data use to consent for a stated purpose, and its notice and consent duties are being phased in under the DPDP Rules 2025. It has no general legitimate-interest ground for marketing, and a number given for billing was not given for advertising.

Instant forms or WhatsApp

Both keep the enquiry inside Meta's apps, so nobody waits for a slow website. Instant forms suit businesses that call people back, such as coaching admissions, rooftop solar or home interiors.

  • Choose the higher-intent form type, which adds a review step so fewer people submit prefilled details without thought, and add one qualifying question such as locality or preferred time.
  • Meta requires a link to your privacy policy. Also say plainly how and when you will contact the person.
  • Send leads to a CRM or shared sheet automatically, or download them daily, and call the same day while the person still remembers filling in the form.

Click-to-WhatsApp ads suit businesses where people want to ask a question before committing, such as clinics, repair services and tuition.

  • Connect a WhatsApp Business account to your Facebook Page or business portfolio before setting up the ad.
  • Write a pre-filled message and a greeting that asks one qualifying question, and set up quick replies for fees, location and timings.
  • Staff the chat through the hours people are messaging. An unanswered chat is worse than no ad, because the person chose you and was ignored.

A simple way to decide: if your team is good on the phone, use forms. If your team is quick and clear in chat, use WhatsApp.

Test different creative ideas and log every result

With location and the enquiry route set, test the creative deliberately.

  • Change one element per test: the opening image or first seconds of video, the headline, or the offer.
  • Make versions differ in idea, not detail. A technician at a customer's door against a before-and-after of a cleaned AC unit is a real test. Two background colours are not.
  • Use the A/B test tool in Ads Manager, which splits the audience so versions do not compete for the same people.
  • Give each test at least a week and judge it on cost per qualified enquiry, not on clicks or cost per lead alone.
  • Watch frequency. When the same people see an ad too often and results fall, replace the creative.

Keep a log of each test: dates, what changed, spend, enquiries and qualified enquiries. Over a few months it becomes a rulebook for your own area.

The takeaway

Before your next Meta campaign, map where your last few months of customers came from, set the radius to match and exclude the areas you cannot serve.
