Tracking calls, WhatsApp clicks and forms as Google Ads conversions
How to record calls, WhatsApp clicks and form submissions as conversions, and weight them, so Google Ads bids for real enquiries rather than taps.

A packers and movers firm in Hyderabad gets nearly all its bookings by phone and WhatsApp. Its Google Ads account records only the contact form, which few customers bother with. As far as the bidding system can tell, the campaign is barely working, so it holds back and chases the occasional form fill. Meanwhile the office phones are busy with people who clicked an ad.
List every route an enquiry takes
Before setting up any tags, write down each way a person can contact you after clicking an ad. For most small businesses the list is short.
A call straight from the ad through a call asset, without visiting the site.
A tap on the phone number on your website.
A tap on a WhatsApp button or link.
A form submission.
Occasionally an email link or a chat widget.
Give each route its own conversion action. You will want to see which routes people use, and to treat them differently when you set priorities.
Automated bidding cannot hear your phone ring. It sees only what you record, and it will chase whatever that is.
Calls: separate a tap from a conversation
A tap on a phone number shows intent, not an enquiry. People mis-tap, hang up while it rings or reach a busy line. The rule to work towards is simple: count a call only when a conversation took place.
Calls from ads. Google Ads can count only calls that last longer than a duration you choose, but this depends on call reporting with Google forwarding numbers, which is not offered in every country. Check your own account before relying on it.
Taps on the number on your website. Track clicks on links beginning with tel: through Google Tag Manager or the Google tag. Treat this as a weaker signal than a real call: make it secondary once you can track calls, or give it a lower value.
Where forwarding numbers are not offered, use a call-tracking provider. A service that shows each visitor a different number can tie a call to the ad click and its duration. Before signing up, confirm it can capture the click identifier and send qualifying calls to Google Ads.
Without a provider, match your phone system's call log against the times of recorded taps and ad clicks, mark the real enquiries, and import those calls into Google Ads as offline conversions using a captured click identifier or a hashed phone number.
WhatsApp: count the click, then check the chat
WhatsApp buttons usually link to wa.me or api.whatsapp.com followed by your number in international format. That makes the click easy to track and the outcome harder to see.
In Google Tag Manager, create a click trigger for links that fires when the Click URL contains wa.me or api.whatsapp.com, and attach a Google Ads conversion tag. Inspect your button first, because some themes use a different link format.
Set the conversion to count one per ad click, so repeated taps by the same person do not inflate the total.
Add pre-filled text to the link, such as 'Quote for house shifting, from website'. Chats that open with that text in WhatsApp Business are the ones your site produced.
Each week, compare genuine chats against recorded clicks. If most clicks never become a conversation, reduce the value of the WhatsApp conversion so bidding does not overrate it.
Forms: fire on success, not on the button
A form conversion should record a completed submission, not a press of the submit button that failed validation.
Best: have the website push an event to the data layer only after the form is accepted, and trigger the conversion tag on that event.
Acceptable: send people to a thank-you page with its own address and fire the conversion when it loads. Keep that page out of search results and menus so only real submitters reach it.
Avoid: triggering on clicks of the submit button, which also records failed and repeated attempts.
Turn on enhanced conversions for leads. It sends a hashed email address or phone number from the form, so you can later upload the leads your team marks as qualified or won, and bidding learns which enquiries mattered.
Say why data is collected in your privacy notice. The notice and consent duties in India's DPDP Act 2023 are being phased in under the DPDP Rules 2025, so write to that standard now. For visitors from the European Economic Area, Google expects consent to be collected and passed to its tags, typically through Consent Mode.
Tell bidding which conversions count
With every route recorded, decide what the campaign should pursue.
Primary or secondary. Bidding uses the primary conversion actions within a campaign's goals; secondary actions are reported but not optimised for. Make qualifying calls, successful form submissions and imported qualified leads primary. Decide on WhatsApp clicks from your weekly comparison: primary with a modest value if they usually become chats, secondary if they rarely do.
Relative values. Give each action a value that reflects how often it becomes paid work in your experience. The figures only need to be right relative to one another, and they matter most when you bid on conversion value.
Test every route. Use Tag Assistant to confirm each tag fires once and on the right action, then make a test enquiry through each route and check that the conversion action starts recording in Google Ads within a day or two.
Recheck after website changes. A redesign that renames a button or rebuilds the form can quietly break a trigger, so add a tracking check to every launch checklist.
The takeaway
List every route an enquiry can take from your website, then confirm each one is recorded and that only genuine enquiries are set as primary conversions.
